Maple Valley man accused of rape in Covington named a suspect in two other sexual attacks | King County prosecutor files charges

A 20-year-old man, Phillip Douglas Baldwin, who allegedly committed a rape in the Covington area Sept. 30 was arrested Oct. 2 and charged Wednesday by the King County Prosecutor with second degree rape. Baldwin remains in custody in the King County jail on $750,000 bail. His arraignment hearing is scheduled for Oct. 18.

According to court documents, Baldwin is a suspect in two other rapes, one in Covington in July and another in Seattle in September. The document stated the prosecuting attorney’s office expects to file additional charges “in the near future.”

The document describes Baldwin as an “extreme danger to the community.”

The probable cause document describing the Sept. 30 Covington attack prepared by a King County detective stated Baldwin is alleged to have gained entry into the woman’s house at about 10 a.m. through a ruse. She did not know the man.

The woman had a newborn and toddler with her. She had the newborn in a carrier on her chest. Once inside, Baldwin grabbed her from behind and put his hand over her mouth. He threatened to hurt her children if she did not comply.

Following an investigation, King County Sheriff’s Office deputies served a search warrant shortly past midnight Oct. 2 at Baldwin’s Maple Valley residence.

According to the probable cause document, Baldwin may have previously lived in the house where the attack occurred several years earlier.

The document noted when Baldwin picked up his girlfriend from work Oct. 1 she noticed a police sketch of the rape suspect was on his phone. Later that evening the girlfriend saw the sketch again on television news and told Baldwin it looked like him. According to the document the girlfriend “got very upset.”

The prosecutor’s document stated Baldwin had “juvenile adjudications for indecent exposure.” There were three counts in January 2006.

Baldwin was convicted as an adult for domestic violence assault, fourth degree, in April 2009. He was also convicted for a harassment/domestic violence/protection order violation in September 2009.

This is the third sexual assault case in Covington since late July.

John Alan Carter is accused of luring a woman he knew to a home in Covington July 27 and raping her. He was arrested in Oregon Aug. 11. Carter is being held on $5 million bail in the King County jail and is awaiting trial.

A woman leaving LA Fitness in Covington shortly after midnight July 28 was grabbed by a man and forced to a wooded area. The man robbed and raped her.

The case is open and under active investigation according to Sgt. John Urquhart, spokesman for the sheriff’s office.
